Turning over the home at 749 East 229th Street in the Wakefieldsection of the Bronx, police found the bag of marijuana which investigators believe Graham was trying to flush down the toilet. Family and friends of the teen, who has an arrest record, are livid – and are demanding a federal investigation into the shooting.

Part of the Narcotics Unit, the officer who opened fire is 30 years old and joined the NYPD in 2008. "We have an unarmed person being shot. That should concern us," said Kelly, his department not identifying the officer and his Sgt., both of whom have been placed on modified duty as the investigation proceeds.

A 6-member Narcotics Squad is said to have spotted Graham as he made a motion around his waistband, leading them to believe he was armed. Officers say when they encountered Graham they shouted "SHOW ME YOUR HANDS, SHOW ME YOUR HANDS!" According to police, an officer yelled "GUN, GUN!" when the shot was fired at close range.
